How to get handicapped parking plate?

ive been fighting with the state for about a year and i cant get them to give me one. i smoke a lot of cigarettes and i get out of breath easily and i starting huffing and puffing and i cant walk that far anymore. i need the closest possible spot to the store!!!! i just park in the spot anyway and i put a note in and i have only gotten 2 tickets. its not fair. every time i got to wal marts i see all the lard a$$ fatty people with the huge belly sticking out that use the electric carts park in the spots and they all have handicapped plates!!!!! all of them!!!! not fair at all!!!! do i need to like 500 poinds or more to get the plate?????? any tricks????
